Can the President Declare War without Congress ??

Article I, Section 8, Clause 11 of the United States Constitution, sometimes referred to as the War Powers Clause, vests in the Congress the power to declare war, in the following wording:

[The Congress shall have Power...] To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water.

So that would be a big NO and ANY President who attempts to do so should be impeached immediately (cough..Bush and Obama and Clinton..cough). A "resolution" from Congress is not sufficient either, only a formal declaration of war. If everyone insisted on this we wouldn't have been in Iraq and Afghanistan, Attacked Libya, attacking people with drones in other countries constantly, the Balkans under Clinton, Vietnam, and Korea for year after bloody year with no conditions for victory.
